Location of a military unit and local development. Example of Węgorzewo in north-eastern Poland

The aim of this study is to assess the impact of a military unit on local development in Węgorzewo County, a peripheral region in northeastern Poland, from socio-economic perspective. A mixed-method approach was employed, combining quantitative techniques (Hellwig’s method, standardized sums and ranks, and input-output analysis) with qualitative interviews. The study focused on direct, indirect, and induced effects related to employment, public revenues, and the dynamics of local economic activity. The findings demonstrate that the presence of a military unit significantly contributes to local development by stabilizing employment, stimulating entrepreneurship, increasing public income, and enhancing infrastructure. In contrast, dislocation or closure of the unit could negatively affect local socio-economic indicators. The results also point to the risk of economic overreliance on military infrastructure in structurally vulnerable areas. This research confirms the multifaceted impact of military presence on regional development and provides valuable guidance for both military planners and local authorities. While military units can act as catalysts for growth, their potential downsizing requires proactive policy responses. The case of Węgorzewo enriches international literature by providing empirical insights from a post-communist context, highlighting the importance of tailoring defense-related development strategies to local conditions.
