Postrzeganie społeczne jako wyznacznik kreowania polityki bezpieczeństwa państwa

Rosnąca niepewność i dynamika współczesnych zagrożeń wymagają od państw nie tylko zdolności przetrwania, lecz także adaptacji i transformacji. W artykule podjęto próbę oceny postrzegania bezpieczeństwa państwa przez studentów kierunków związanych z zarządzaniem kryzysowym, przyjmując perspektywę percepcji społecznej jako czynnika wpływającego na efektywność polityki bezpieczeństwa. Badanie przeprowadzono metodą ankiety elektronicznej wśród 142 studentów Uniwersytetu Vizja. Analizie poddano odpowiedzi dotyczące typów zagrożeń, poziomu zaufania do instytucji oraz postrzeganej odporności państwa. Respondenci wykazali większe zaufanie do służb ratowniczych niż do instytucji politycznych, preferując reakcje oparte na wartościach moralnych. Zidentyfikowano potrzebę wzmocnienia edukacji obywatelskiej, decentralizacji decyzji oraz budowy spójnej komunikacji strategicznej. Zastosowane ramy teoretyczne – modele OODA i PDCA – pozwoliły na uchwycenie relacji między percepcją a reakcją państwa, wskazując jednocześnie kierunki działań systemowych na rzecz budowania odporności społecznej.
