A MODEL FOR THE VERIFICATION OF MARITIME VESSELS IN THE CONTEXT OF THE SHADOW FLEET AND SANCTIONS AND SECURITY RISK IN INTERNATIONAL MARITIME TRADE IN ENERGY COMMODITIES

This article presents a model for the verification of maritime vessels in the context of the rapid expansion of the shadow fleet after 2022 and the increasing sophistication of deceptive shipping practices in maritime energy commodity trade. The objective of the study is to develop an operational framework for assessing vessels as assets embedded in ownership, management, chartering, and insurance networks, where the risk profile evolves over time. The research hypothesis assumes that effective vessel verification requires a multi-layer approach integrating registry data, behavioral analysis, and the analysis of related entities, supported by open source intelligence (OSINT) methods. The study applies a qualitative analytical approach based on literature review, analytical reports, and professional practice in counterparty and vessel verification. The analysis identifies key mechanisms used to disrupt the integrity of the operational trail, including manipulation of the Automatic Identification System (AIS) and the Global Navigation Satellite System (GNSS), ship-to-ship (STS) operations, falsified cargo documentation, flag hopping, and the use of special purpose vehicles (SPV) and shell companies. Based on these findings, a multi-layer verification model is proposed, incorporating behavioral analysis, network analysis, and multi-source data integration within an auditable analytical process. The results indicate that effective risk assessment requires a shift from static registry-based screening toward the reconstruction of operational behavior and data correlation. The added value of the article lies in structuring vessel verification as an operational process and enhancing its applicability under time pressure typical for maritime trade.

Artykuł przedstawia model weryfikacji jednostek morskich w warunkach dynamicznego rozrostu floty cieni po 2022 roku oraz rosnącej złożoności technik decepcyjnych stosowanych w obrocie morskim surowcami energetycznymi. Celem badania jest opracowanie modelu oceny statków jako aktywów funkcjonujących w sieci relacji właścicielskich, zarządczych, czarterowych i ubezpieczeniowych, w których profil ryzyka zmienia się w czasie. Hipoteza badawcza zakłada, że skuteczna weryfikacja jednostek morskich wymaga zastosowania wielowarstwowego podejścia integrującego dane rejestrowe, analizę behawioralną oraz analizę powiązań podmiotowych, wspieranego przez metody białego wywiadu (OSINT). W artykule zastosowano jakościową analizę literatury, raportów analitycznych oraz praktyki rynkowej. Analiza identyfikuje kluczowe mechanizmy maskowania śladu operacyjnego, w tym manipulacje systemem automatycznej identyfikacji statków (AIS) i globalnym systemem nawigacji satelitarnej (GNSS), operacje ship-to-ship (STS), fałszowanie dokumentacji ładunkowej, flag hopping oraz wykorzystanie spółek celowych (SPV) i spółek fasadowych. Na tej podstawie zaproponowano model oparty na analizie behawioralnej, analizie powiązań oraz integracji danych wieloźródłowych. Wyniki wskazują, że skuteczna ocena ryzyka wymaga odejścia od statycznej analizy rejestrowej na rzecz rekonstrukcji zachowań operacyjnych i korelacji danych. Wartością dodaną artykułu jest uporządkowanie procesu weryfikacji statków oraz zwiększenie jego użyteczności w warunkach presji czasowej charakterystycznej dla operacji morskich.
